Quick question for you. When did “mail is safe” start coming with an asterisk? Ask the Democratic Party, which spent six years telling you the envelope was the future.

They still say mail is safe and secure. Then they ask you to vote early in person, mail your ballot a week early, or head to the county election office like it’s 1998 with better snacks.

That is not a conspiracy theory. It’s Politico and NBC News describing a party mid-pivot, after the Supreme Court already refused to let Trump’s new Postal Service ballot rules take effect for this election.

The court said the old rules stay. The voters flinched anyway. The consultants rewrote the script.

The numbers that made the mail nervous

Start with the confidence crash. Per Marist polling cited by NBC, Democratic confidence that the Postal Service would deliver mail ballots on time fell from 86% before the 2024 election to 60% in September, just after the Supreme Court blocked the new rules. Confidence among Republicans did not move.

Marist’s cut of all registered voters, per Politico: only 58% were confident USPS would deliver election mail on time, down from 71% in October 2024. Democrats still plan to vote by mail or absentee more than Republicans, 32% to 12%. The direction of travel is the story.

NBC’s own poll, as reported by Politico: 23% of registered Democrats plan to vote by mail, down from 34% in September 2024. Early in-person plans rose to 36% from 30%, and another 36% expect to vote on Election Day.

What the early-vote data actually shows

The NBC News Decision Desk, working with the University of Pennsylvania, compared mail requests and returns in North Carolina, Georgia, Virginia and Pennsylvania at the same point on the calendar, per its early-vote analysis.

In North Carolina, registered Democrats requested 40% fewer mail ballots than at the same point in 2022. Republicans were down 18% and independents and third-party registrants 23%. The Democrats who did request ballots are returning them faster: 22% already returned, versus 17% in 2022.

Georgia shows the same shape when precincts are sorted by the 2024 vote: mail requests are down 52% in precincts that went heavily for Kamala Harris and 39% in heavily Trump precincts.

Virginia, which has a permanent absentee list, saw no drop in requests. But in the most Democratic precincts, 69% more ballots were back at this point than in 2025, and early in-person votes were up 10% in heavily Harris precincts while falling 14% in heavily Trump ones.

Pennsylvania‘s Democratic dip is concentrated in requests made after May, once the Postal Service fight went national. Democrats there have also returned 20% of their mail ballots, up from 15% in 2022.

Read that cleanly: when Democrats locked in mail ballots before the USPS fight, they kept the habit and sped up returns. When they had to decide after it, many skipped the stamp.

Jane Kleeb said the quiet part with a smile

Jane Kleeb, who chairs the Association of State Democratic Committees and is a DNC vice chair, told NBC the party used to push two messages: vote on Election Day, or vote by mail and “get your ballot back by Election Day.”

This cycle, per NBC’s Sept. 11 report: “Vote early in person. Go to your county election office and vote early in person.” Mail is still “safe and secure,” she said, but “you need to give an extra week for your ballot to arrive in time.” The new sermon fits on a yard sign: EARLY IN PERSON NOW.

The rest of the party is following. Quentin James of the Collective PAC told Politico, “I think there’s confusion.” Maine Secretary of State Shenna Bellows said clerks have seen voters cancel absentee requests, and she warned advocates not to tell people “not to vote by mail” when it’s their only option. Indivisible is organizing an Oct. 17 early-vote day of action. Nevada’s Democratic secretary of state, Francisco Aguilar, wants election observers at postal facilities handling Nevada ballots.

That is not a party that still trusts the post office on vibes. That is a party managing a fear it spent years calling illegitimate.

The blue costume: turnout religion meets logistics

If you treated mail ballots like a sacrament after 2020, this section is for you.

You won a pandemic-era argument that absentee voting is legitimate and popular. Good. Then mail became part of the party’s identity. Now your own voters are requesting fewer mail ballots, returning the ones they have faster, and getting told, gently, to go to the county office.

That is fine politics and terrible theology. A ballot method is a tool, not a personality. The adult position was always multiple channels, clear deadlines, ballot tracking, drop boxes, and no cult of the stamp. Welcome to boring election administration. You should have moved in years ago.

The red costume: you built the fear you are celebrating

Republicans, wipe the grin off.

Yes, Democratic confidence in USPS cratered, and yes, the party of “vote by mail” is now selling early in-person voting. You will campaign on that as proof you were right.

Here is what your ads will skip. Trump signed an executive order in March to crack down on mail voting, citing claims Politico calls unproven. “The cheating on mail-in voting is legendary. It’s horrible what’s gone on,” he said at the signing. His administration “exerted increased control over the Postal Service,” NBC reports, and USPS followed a Trump directive to impose new rules on how officials send ballots, which courts kept out of this election. Years of fraud talk plus a USPS fight helped create the fear Democrats are now accommodating.

We logged the pattern in Integrity for Thee, Postage for Me, Election Integrity Theater and Armed Integrity: integrity as a brand, mail as the villain, and a president who keeps voting by mail in Florida while attacking it.

USPS told Politico it delivered 233.3 million pieces of election mail this fiscal year through Aug. 28, with 97.94% on time. In 2024 it delivered 99.88% of ballot mail to election officials within seven days. Democrats’ confidence fell anyway. If you have evidence of fraud, bring it. If your plan was to poke the Postal Service until the other side’s turnout machine panicked, that isn’t election integrity. It’s psychological operations with a stamp.

Both costumes

The court kept Trump’s new mail rules out of November. Democratic organizers still hear wariness, and the early-vote data shows fewer Democratic mail requests in key states and faster returns where mail happens anyway.

The blue costume is a party rewriting its turnout religion without admitting the old sermon overreached. The red costume is a party that spent years setting the mail on fire, then pointing at the smoke as proof of principle.

Own the boring standard: secure drop boxes, tracking, early in-person options, and fraud prosecutions when there’s a case. Not a midterm vibes war that trains half the country to distrust the envelope.

Make a plan this week. If mail is your only option, send it early or use a drop box. If you can vote early in person, do that. Then ask both parties why it took a confidence crash to sell common sense.
