I WILL BE THE ARBITRATOR

2026-10-21

Quick question for you. Who should decide which fraud tips get paid? A neutral program? A judge? The inspectors general whose whole job is fraud? On Tuesday the White House picked a fourth option: the man behind the Resolute Desk. Take the blue pill with me this morning, and stay for the jab at Democrats near the end.

“I will be the arbitrator”

In the Oval Office on Tuesday, President Trump unveiled the Fraud Whistleblower Incentive Program, with Vice President JD Vance, who chairs the administration’s fraud task force, at his side. Per CBS News, Trump said tipsters will be eligible for 1% of the fraud they report, even if the reported fraud is $100 billion.

Then came the part nobody at a normal tip line says out loud: “I will be the arbitrator of all of these decisions.” He added, “I’ll determine whether or not the person is deserving,” and promised, “I will be very generous, believe me.” If two tipsters fight over the same money? “Maybe they’ll split it or maybe whatever, but I’ll make that determination.”

Vance, after one of those answers: “That’s the answer. I quit while I’m ahead.”

I WILL BE THE ARBITRATOR is not how a whistleblower program talks. It’s how a game show host talks. And on this show, the host also picks the winners.

The fine print fights the boss

The official site, America.gov/fraud, says reports are encrypted, go “straight from your browser to the Treasury Department,” and qualify for an award only if a report “leads to criminal charges or recovering money stolen by fraudsters.” Fox News reported that a White House official first described a $25 million program run by the Justice Department, with rewards up to $30,000 for tips that lead to a conviction or a significant enforcement action.

Asked by CBS to clarify, Trump said there is no limit and criminal charges aren’t necessary. So the website says one thing, the White House official said another, and the president said a third. Only one of the three gets to sign the check.

The first winner was already in the room. Nick Shirley, the 20-something YouTuber whose video alleged fraud at Minnesota child care centers, stood beside Trump and got a $10,000 check, CBS reports. A check, a camera and a president. Nice work if you can get it.

We already had people for this

There’s already a law. The False Claims Act lets some whistleblowers collect 25% to 30% of what’s recovered, though CBS notes the requirements are stringent. Vance said “99%” of the fraud they’re finding isn’t covered by it.

There were also people whose job was literally this. They’re called inspectors general. In late January 2025, Trump fired at least 17 of them in one Friday night, ABC News reported, by an email citing “changing priorities.” In September 2025, a federal judge found he unlawfully fired several of those watchdogs but declined to reinstate them.

Now look at where the new website sends your tip: the HHS Office of Inspector General, the VA Office of Inspector General, the SBA Office of Inspector General and more. The tip line runs through the watchdog offices whose bosses he fired. The checkbook runs through him.

The arbitrator’s résumé

Let’s check the judge’s qualifications. In 2019, when a whistleblower flagged his Ukraine call, Trump said of the person who gave the whistleblower information, “that’s close to a spy,” then mused about how “the spies and treason” were handled “in the old days,” per NPR.

In August 2025, a New York appeals court threw out his half-billion-dollar civil fraud penalty but, as the BBC reported, still found him liable for the fraud. So the man who will personally decide who “is deserving” of a fraud bounty has a fraud finding of his own still on the books.

Naomi Seligman of the nonprofit Whistleblower Aid told CBS the president “is more interested in hunting down whistleblowers,” and invited him to start with “the violations perpetrated by his own administration.”

Democrats, hold the applause

Before Democrats get comfortable, a reminder: the fraud Shirley filmed was not imaginary. Fox reports the former CEO of one child care center in his video pleaded guilty in July to wire fraud and conspiracy, with prosecutors saying she stole more than $4.6 million in child care claims plus $850,000 tied to the Feeding Our Future scandal.

Minnesota’s own Office of the Legislative Auditor found in 2024 that the state Education Department’s “inadequate oversight of Feeding Our Future created opportunities for fraud.” That was a Democratic administration in St. Paul. We covered the fallout in THE BUCK STOPS WITH HIM. When your side shrugs at real fraud for years, you hand the other side an Oval Office photo op with a giant check.

Both costumes

The boring standard: pay whistleblowers by rule, not by mood. Write the reward formula into law, let independent inspectors general and courts decide who qualifies, and protect people who report fraud inside the White House too. And if your party runs the state program, fix it before a YouTuber has to film it.

We covered another Trump task force that came up empty on fraud evidence in THE COURT OF PUBLIC OPINION. Follow the arbitrator’s own money on the Donald Trump Money Trail, and find your race on the Money Map and electoral map.
